Bid Submission Information:

Sealed Bids for construction of the Riverside Pumping Plant Replacement, addressed to Brett Gray, General Manager, will be received at the office of the Natomas Mutual Water Company (Owner), 2601 West Elkhorn Boulevard, Rio Linda, CA 95673, until 1:00 p.m., local time, on the 4th day of May, 2022. Any Bids received after the specified time will not be considered.

Bids will then be publicly opened and read.

The Project contemplated consists of a replacement 45 cubic-foot-per-second fish screen and pumping plant facility, located on the Sacramento River, adjacent to Garden Highway in Sacramento County. Main components of the Riverside Pumping Plant Replacement include:

  1. Select demolition of the existing pumping plant structure, including structural, mechanical, and electrical components; the existing Pump House will remain in place.
  2. A new pump support structure founded on steel pipe piles.
  3. An access road from Garden Highway to the pumping plant facility.
  4. A fish screen unit with integral brush cleaning system and retrieval system.
  5. A log boom located in the Sacramento River.
  6. One mixed flow irrigation pump, with adjustable frequency drive, and motor.
  7. Discharge piping extending from the new pump to an aboveground flowmeter located adjacent to the existing Pump House and connecting to existing discharge piping through the levee; replacement of piping up-and-over the levee is by others (future work).
  8. Electrical, controls, and lighting for the pumping plant facility.
  9. Miscellaneous auxiliary equipment and Site improvements.

The Work will be completed in all respects on or before June 30, 2023.

Bidding Documents may be examined in Owner’s office, with prior notice to the Owner. An electronic copy of the Bidding Documents may be obtained upon request free of charge (See Links on this page). Alternatively, a printed copy of the Bidding Documents may be obtained from the Owner’s office upon payment (check or money order only) of $300. Return of the documents is not required, and amount paid for the documents is nonrefundable.

Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders.

The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents.

In order to Bid and perform public work, the Bidder and Subcontractors shall hold or obtain such licenses as required by State Statutes, and federal and local Laws and Regulations. Bidders and Subcontractors shall hold current public works contractor registration number by the Department of Industrial Relations at time of Bid. Bidders shall hold California Contractors’ License, Class A at time of award. Failure to possess specified license at time of award shall render Bid nonresponsive.

The Work described in these Bidding Documents is to be paid for by state and federal funds; therefore, minimum prevailing wage rates published by the State Director of Industrial Relations are applicable. A copy of such prevailing wage rates is available online at Refer to Paragraph 7.10.D of the Supplementary Conditions for additional information.

Owner will obtain from the Director of the Department of Industrial Relations the prevailing wage rate of per diem wages for workers to be used on the Project. Copies are on file at Owner’s office and are available to interested persons on request. Successful Bidder agrees, upon execution of the Agreement, to post a copy at the Site.

The Project will be subject to a Department of Industrial Relations certified labor compliance program.
Payment for the Work accomplished will be made monthly, but part of amount earned will be withheld to ensure performance under the Contract.
